This is a list of phones I found that are suppose to support WiFi, but it's kind of hard to determine what that really means, because there are phones that route calls over wifi in the US, this service would be useless over seas.

I also read that there is a Russian cell phone company that uses the CDMA standard that would be nice to find out about, but probably not going to happen until someone goes over there and tries to get a phone connected.
